Subtract the old value from the new one, divide by the old value, and multiply by 100. Going from 200 to 250 is a +25% change; going from 250 to 200 is a -20% change — the asymmetry is normal and expected.
It asks for the part of 80 that is 15 one-hundredths of the whole: 12. Useful for tips, taxes, discounts, and anything where a rate applies to a base amount.
